Safe Work Leader (SWL)
COSS - SWL1 Conversion
This course is designed to convert current COSS competence holders to SWL1. They must be nominated by their line manager or sponsor and also pass an on-line pre-course assessment in order to attend.
The SWL1 competence is required to be held by anyone who is required to plan and set up a safe system of work on or near the line for a group (two or more people). A SWL can also carry out the duties of an IWA provided there are no medical restrictions that would prevent this.
The SWL1 Conversion course will take the delegates through the procedures set out in extant Rule Books; Handbooks 6-10, 13, 20 (General Duties of a SWL Outside a Possession) and 21 (SWL Blocking a Line). The course includes the importance of applying the SSOW and adopting the appropriate behaviours to be able to carry out this role safely and effectively.
The aim of the course is to provide delegates with the skills and underpinning knowledge required to undertake the duties of Safe Work Leader in line with their competences.
Duration: Three days (plus on-line e-learning and test to be successfully completed prior to arrival).
ES - SWL2 Conversion
This course is designed to convert current ES competence holders to SWL2. They must be nominated by their line manager or sponsor and also pass an on-line pre-course assessment in order to attend.
The SWL2 competence is required to be held by anyone who is required to plan and set up a safe system of work on or near the line for a group (two or more people). A SWL can also carry out the duties of an IWA provided there are no medical restrictions that would prevent this.

SWL 1 and 2 Refresher
This course is designed to refresh persons who hold SWL1 or SWL2 competencies as part of their duties on Network Rail Infrastructure. It is designed to convey the content of the revised NR/L2/OHS/019 Standard and the introduction of the Safe Work Pack documentation.
Aims:
- To recap the reasons why a change is needed
- To explain the key revisions within the 019 Standard, how this impacts on the safe work leader role
- To refresh knowledge of risk and hazard identification
- Create a safe work pack
- Explore the process of de-conflicting safe work packs
- Review non-technical skills required for the role
